Not Ghoulty is a 1959 Casper the Friendly Ghost cartoon.
Summary[]
His fellow ghosts bring Casper up on charges for breaking the Ghostly Laws, since he will not scare people, and he loses his ghostly powers. He realizes he needs to do something drastic, so he, disguised as a man, invades a meeting of ghosts planning a scare-campaign, and gives them a taste of their own medicine. He regains his standing in the Ectoplasm Society.
Plot[]
When Casper saves a little boy from a burning building, he's charged with "friendship in the final degree" and put on trial at the "Spookreme Court" by a jury of his dead peers (vintage cartoon clips are used as "evidence"). He is found guilty, then stripped by a judge of his "ghostly powers." Can poor Casper make it in a living persons' world? Kicked out of the ghost house as an unfit member, he dresses up as a man and tells the ghosts that he's a "ghost exterminator." They all flee, and Casper gets the last laugh.
