Summary[]
Mandy, the stereotypical black maid of the Moppet family home, finds out that it's Little Lulu's birthday, so she plans a birthday party for Lulu. But Lulu and her pet frog Quincy almost destroy the party's plans.
Plot[]
It's September 2nd, Little Lulu's birthday. She leaves any hint to remind Mandy, the housekeeper, of her expectations for her birthday party. Mandy is hard at work on Lulu's party, but doesn't want Lulu to know. Lulu becomes more curious as Mandy becomes more secretive. Lulu's attempts to snoop on Mandy's party plans backfire when her birthday cake is destroyed. Lulu's party is canceled, and she fantasizes about a dream party in a sugar-coated land.
