Bargain Counter Attack is a 1946 Little Lulu cartoon.
Plot[]
Lulu wants to exchange her doll for another toy at a department store. She has fun looking for something to exchange, but the store manager is annoyed with her indecision.
Nearing the end of the episode, Lulu manages to anger the manager by fishing in the store pond with a vacuum cleaner.
Resulting that the store manager becoming furious and throws the hose from the vacuum into the pond, which triggers that the bag from the vacuum itself gets filled with lots and lots of water, which starts to inflate into a huge balloon filled with water.
Eventually it ends up being so big that it pops and flooding the entire store.
